Define the job before the PO
Write one workflow before anyone talks quantity. A purchase order that says “AI recorders for the office” is not a requirement. Name the meeting types, the languages you speak, who reviews the note, and what a useful finished note looks like.
The useful unit is a checked record: decisions, owners and open questions a person will stand behind. Transcription is an intermediate file. If the team cannot describe that note today, a bulk shipment will not invent the process.
Lock four facts in one brief:
- Job. Which recurring sessions need a durable record — internal stand-ups, customer or partner calls, training, or mixed rooms with remote guests?
- Languages. Gulf Arabic and English, including mid-sentence switches, plus any other variety hosts or guests use.
- People. Who records, who reviews, who confirms actions, and who owns the vendor account when someone leaves.
- Pass rule. A sample ships only when consent and access were complete and the corrected note produced a named owner and a due date.
Name the exclusions in the same brief. Covert recording, HR investigations, legal strategy, privileged counsel and sessions treated as confidential beyond ordinary minutes stay out of scope. Those labels are operating boundaries, not legal advice. If a session might be excluded, do not record it.

Score the written stack, not the brochure. Use the same questions for every China vendor, including a CNPS conversation about TicNote.

Box vs app vs cloud. A table recorder, open-ear buds and a room system are not the same product. Write three columns: capture box, companion app, and any cloud or speech service. If notes appear only after an account sync, quote the service with the device.
Processing location, residency, training opt-out. Ask where audio and text are processed, which subprocessors see content, whether a residency option exists for your destination, how deletion is proven, and whether customer content trains models. These are procurement questions, not a PDPL opinion. Escalate answers to counsel and the security owner. Verbal answers do not count.
Languages: test, do not trust the brochure. A claimed Arabic model is not a Gulf Arabic–English result. Mid-sentence switches and guest names are where notes break. Do not buy on a word-error percentage. Run the scorecard you will use in production.
Support, spares, warranty, RMA into the Gulf. A factory warranty that assumes return-to-China is not a replacement the team can use. Write who diagnoses a fault, who ships a spare, who handles customs on the replacement, and who talks to the end user.
Firmware and account admin. Record the exact SKU, firmware and account type on every sample. Ask who can export, delete and reassign. Consumer features do not prove team administration. Name an internal owner for the vendor account before the first sample ships.

Sample before scale
A sample is a scored workflow, not a box that “seems fine.” Order the smallest quantity that can run the meetings you already run — including one mid-sentence-switch session and, if that is normal work, one with external guests. A quiet one-speaker demonstration is not a sample.
Run two existing methods. Do not invent a third scorecard.
- Freeze consent, access, retention and vendor residency questions with the consent and privacy test. No capture until that pack is written and accepted.
- Score Arabic, English and switch-point meaning-critical errors, time-to-correct, and owned action items with the Gulf Arabic–English meeting-notes pilot.
Pass means both protocols held and the finished note produced confirmed owners. Fail means you stop, narrow the meeting types, change the capture path, or walk away. Correctable errors can inform the pilot; they do not justify a bulk PO.
Keep evaluation files in an approved system. Share destination, languages and quantity band with a vendor — not confidential minutes. If you want a TicNote sample after the workflow is defined, say so in a quotation request. Do not treat a retail cart as the sample process.
Delivery responsibilities
Write who does what before the PO. Three roles show up in Gulf recording deals. One organisation can hold more than one role; the contract still needs names.
Distribution partner. Owns import, local stock or indent, channel terms, first-line support, and often the RMA the end customer sees. Asks CNPS for model differences, subscription terms and batch consistency, then turns those into a local promise. Does not assume factory hours are Gulf hours.
End customer. Owns the workflow, consent pack, scorecard, account administration and the decision to scale. Provides destination, languages, meeting types and a sample window. Does not outsource “the AI will handle minutes” to the vendor.

Name who issues the PO, who is importer of record, who pays destination charges, who holds spares, who applies firmware, and who the user calls when a device fails. If two parties each think the other owns RMA, do not scale.

FAQ
Can we skip the pilot if the brochure lists Arabic? No. Languages and code-switch are a test. Run the bilingual scorecard on real meetings. A brochure line is a claim to file, not a pass.
Will you publish lead times or duty rates? No. Transit, customs and destination charges depend on Incoterms, the importer and the current listing. Ask for a written quote for the destination you named. This page will not invent a number.
How do we compare China vendors without a ranking? Use the checklist — processing location, residency, training opt-out, Gulf support, RMA and admin ownership — then one sample on the same scorecard. Do not publish a league table with fake scores.
